I highly recommend you have some experience in anime/manga drawing style, it will be more easier for you. Little by little you will make your own style of drawing, and soon, you won't be needing tutorials or complicated methods (like this one) to draw pretty pics ^_^

Step 1: Cleaning and editing

So after you have your scanned pic, you then proceed to clean it a little. This means you previously had to retouch your lineart with Photoshop, modifying the levels and making it look really contrasted, like the pic below.

Since I'm going to use this pic as an inking 'guide', I now have to lower the levels of black here, so it will look like the pic on the right.
